Case Managers are appointed by the court (normally a lawyer or psychologist) and are to perform their duties per Kansas Statues 23-1001, 23-1002, 23-1003.

The involvement I have had with case managers in Kansas, unfortunately leads me to the conclusion that these statues should be abolished. The reasons are as follows:

Where Is The Kansas House Of Representatives and Kansas Senate On This Issue?

The Kansas Legislature is very much aware of the problems with Case Managers and that the above Kansas Statues governing Case Managers, are very poorly written, so why have they not changed this statue. One can only speculate; maybe there are just too many lawyers in the Kansas Legislature.
